A.If the board decides to call an election, it shall proceed to hear all objections which have been made by owners or others interested therein to the inclusion of lands in the proposed district.
B.Owners of lands proposed to be included in the district or any person interested therein, if they desire to be excluded therefrom or to be relieved in whole or in part from bearing the burdens of the district, shall file with the board of supervisors written statements of their objections, stating in an informal manner but giving full particulars of their reasons for requesting to be excluded or to be relieved from the burdens of the district.
