The summer youth program is established to be funded by monies appropriated from the state general fund. Monies for the program: 1. Shall be used for purposes of summer youth programs including employment, education and gang prevention programs for youths who are from economically disadvantaged areas and who are at least twelve but not more than eighteen years of age. 2. Shall be allocated as follows:

(a)Fifty per cent of the monies shall be distributed within counties with a population of two million persons or more.
(b)Thirty per cent of the monies shall be distributed within counties with a population of one million or more but less than two million persons.
(c)Twenty per cent of the monies shall be distributed within counties with a population of less than one million persons.
