A. The law enforcement merit system council shall: 1. Select a chairman and vice-chairman. 2. Hold meetings that are necessary to perform its duties on the call of the chairman. 3. Adopt rules pursuant to recognized merit principles of public employment it deems necessary for establishing the following for department of public safety and Arizona peace officer standards and training board personnel:

(a)A classification and compensation plan for all covered positions and for establishing standards and qualifications for all classified positions from a list of necessary employees that is prepared by the director of the employing agency.
(b)A plan for fair and impartial selection, appointment, probation, promotion, retention and separation or removal from service by resignation, retirem
