A.There is established a legislative council which consists of the president of the senate and six members of the senate appointed by the president, and the speaker of the house of representatives and six members of the house of representatives appointed by the speaker, who serve for terms of two years terminating upon the convening of the regular session of the legislature each odd numbered year. The term of a member terminates immediately upon his ceasing to be a member of the legislature, but a member appointed to fill a vacancy caused otherwise than by expiration of term shall be appointed by the president of the senate or the speaker of the house of representatives, as the case may be, from the same body of the legislature from which his predecessor was appointed.
