A.There is established a legislative council which consists of the president of the senate and six members of the senate appointed by the president, and the speaker of the house of representatives and six members of the house of representatives appointed by the speaker, who serve for terms of two years terminating upon the convening of the regular session of the legislature each odd numbered year. The term of a member terminates immediately upon his ceasing to be a member of the legislature, but a member appointed to fill a vacancy caused otherwise than by expiration of term shall be appointed by the president of the senate or the speaker of the house of representatives, as the case may be, from the same body of the legislature from which his predecessor was appointed. A. B. The speaker of the house of representatives shall chair the council in even numbered years, and the president of the senate shall chair the council in odd numbered years. The council shall meet and organize by electing from among its membership additional officers as are deemed necessary or advisable. The council shall meet as often as the members deem necessary, and a majority of the members constitutes a quorum for the transaction of business.
