The director of the department of transportation may certify to the director of the department of administration the transfer of amounts from one construction program account to another construction program account only as follows: 1. Construction program items involving urban projects constructed with federal urban monies and state highway monies may be transferred to other urban projects. 2. If a construction program item or account in the first year of its adopted long-range construction program does not contain sufficient monies for awarding or completing a contract, additional monies may be transferred to it from other construction program items from either:
