A. A license issued under this chapter: 1. Shall be conspicuously displayed in either:

(a)The established place of business for which it was obtained.
(b)The place of business if the licensee is a broker or a wholesale vehicle dealer. 2. Is not transferable or subject to sale or reassignment. B. The director may issue licenses with staggered continuation dates to distribute the continuation workload as uniformly as practicable throughout the twelve months of the calendar year. In order to initiate a staggered license continuation system, the director may issue a license for more or less than a twelve-month period, but not more than eighteen months, and may prorate the license fee.
