A.The department shall establish a comprehensive financial management system.
B.The comprehensive financial management system shall include separate certifications of future estimated revenues and future estimated system costs as reflected in the long-range statewide transportation plan developed and updated pursuant to sections 28-307 and 28-506. All transportation revenues, including federal, state, regional and local revenues, shall be included in the certifications. All transportation costs shall be included in the certification of anticipated costs, including optimal long-term system preservation costs and system maintenance and administration costs as well as system expansion costs.
