A.At the time of application for and before registration each year of a vehicle, the registering officer shall collect a highway safety fee in an amount to be determined by the director. The director shall deposit, pursuant to sections 35-146 and 35-147, all monies collected pursuant to this section in the Arizona highway patrol fund established by section 41-1752.
B.Notwithstanding subsection A of this section, beginning from and after June 30, 2021, the registering officer may not collect a highway safety fee. The registering officer may not collect a highway safety fee for registrations that expire on June 30, 2021. For any registration that expires on June 30, 2021 for which the registering officer collected a highway safety fee, the department shall refund the highway safety fee
