Every mine shall have at least two outlets to the surface except as otherwise provided in this article. The outlets shall not lead to the surface in the same house and shall not at any point be closer to one another than thirty feet. If two outlets of a mine or part of them do not belong to the same mine, the owners and the operators of the respective mines shall be responsible for the outlet or part of it in their respective mines, being kept in proper repair. Should any obstruction arise in an outlet, or anything occur in one of the mines to jeopardize the safety of the outlet, the occurrence shall be immediately reported to the operator of the other mine.
