In this article, unless the context otherwise requires: 1. "Eligible parent" means a parent who meets the following requirements:

(a)Has a three year old or four year old child.
(b)Lacks sufficient mastery of basic educational or basic English language skills needed to function effectively in society or lacks a high school diploma or its equivalent.
(c)Is a citizen or a legal resident of the United States or is otherwise lawfully present in the United States. 2. "Family literacy program" means a program that is established pursuant to this article and that is designed to promote the acquisition of language and literacy skills by parents and their preschool children in a shared instructional setting.
