The Arizona board of regents in consultation with the recognized student government of the universities under its jurisdiction and each community college district governing board in consultation with the recognized student government at a community college under its jurisdiction shall adopt a plan to increase student voter registration and voting in elections that includes: 1. Information about on-campus voter registration and voting opportunities made available in at least one of the following methods:

(a)During new student orientation.
(b)During the issuance of student identification cards.
(c)In admissions packets. 2. Voter registration materials at central campus locations and high traffic areas. 3. Broad dissemination of information regarding:
(a)Voter registration deadline
