Text
It is the policy of the state to adhere to the following hierarchy of waste minimization and management:
(1)Reduce waste production at the source;
(2)Recover and reuse resources and wastes;
(3)Recycle on-site or, if this is not feasible, off-site;
(4)Treat wastes to reduce volume and toxicity, including incineration; and (5) Dispose of any remaining wastes in a manner which serves to protect the quality of air, water, and land resources.
