(a)The local boards of technical institutes and comprehensive lifelong learning centers are authorized to sell or convey lands belonging to any of the local boards of technical institutes and comprehensive lifelong learning centers of this state if the local board shall determine that the lands are not needed for vocational-technical educational purposes.
(b)In addition, the local boards may enter into long-term leases with private nonprofit organizations for the location of mental health centers and other public service facilities not operated for profit on any of the lands belonging to a technical institute or vocational-technical school in this state if the local board determines that the lands are not required for the present or anticipated future needs of the school and that the lea
