The Board of Trustees of the Arkansas School for the Blind and the Arkansas School for the Deaf and the Superintendent of the Arkansas School for the Blind are authorized to present to each pupil who shall have finished the course in the Arkansas School for the Blind and who shall be honorably discharged from the school, having learned to read by touch, a copy of the Sacred Scriptures and a copy of the United States Constitution in braille.
