(a)The Commission for Arkansas Public School Academic Facilities and Transportation shall adopt and enforce rules to govern the design and operation of all school buses used for the transportation of school children when the buses are owned and operated by a school district or privately owned and operated under contract with a school district in this state.
(b)Such rules shall by reference be made a part of any contract with a school district.
(c)Every school district, its officers and employees, and every person employed under contract by a school district shall be subject to the rules.
(d)Any officer or employee of any school district who violates any of the rules or fails to include an obligation to comply with the rules in any contract executed by him or her on behalf of a school d
