(a)Each local school district board of directors shall establish policies and procedures for each eligible student, where the following shall apply:

(1)Credits earned through a course provider shall appear on each eligible student's official transcript and count fully towards the requirements of any approved Arkansas diploma;

(2)Required tests shall be administered to each eligible student attending the public school district;

(3)All services to which each eligible student attending the public school would be entitled if attending the public school in which he or she is enrolled full time for all courses, including without limitation special education services pursuant to the eligible student's individualized education program, shall be provided; and (4) Participation in course choice

(b) A public school district shall make available to all students the course catalog as provided by the State Board of Education during the annual course enrollment process for the public school district. (c) A public school district shall not actively discourage, intimidate, or threaten an eligible student during the course enrollment process or at any time. (d) (1) The aggregate test scores of eligible students under this subchapter shall be counted in the annual school performance report for the public schools in which the eligible students are enrolled full time. (2) The aggregate test scores required under subdivision (d)(1) of this section shall be reported to and published by the Department of Education for each course provider in an easy-to-understand format on the department's website. (e) Each eligible student shall enroll in at least one (1) course at the public school in which he or she is enrolled full time. (f) The state board may adopt rules necessary to implement this section, including without limitation the requirements of public school districts in which eligible students enroll in courses offered by authorized course providers.
