(a)(1) It is the ultimate goal of the General Assembly that every student read at or above his or her grade level.
(2)(A) Any student who exhibits a substantial deficiency in reading, based upon statewide assessments conducted in grades kindergarten through two (K-2), or through teacher observations, shall be given intensive reading instruction based on the science of reading as soon as practicable following the identification of the reading deficiency.
(B)The student shall continue to be provided with intensive reading instruction until the reading deficiency is corrected.
(b)Beginning with the 2005-2006 school year, the parent or guardian of any student who exhibits a substantial deficiency in reading, as described in subsection (a) of this section, shall be notified in writing of th
