The General Assembly finds that the State of Arkansas has provided the encouragement and the financial means to build a foundation for an information technology network linking local school districts and the Division of Elementary and Secondary Education. The General Assembly further finds that the amount of information that local school districts and their personnel are required to furnish the division, while essential, has become increasingly burdensome. The General Assembly therefore expresses its intent and commitment to ensuring that the division utilizes and continually upgrades to the fullest extent possible the information technology network linking the various school districts and the division.
