As used in this subchapter, unless the context otherwise requires:

(1)"Blind", for the purposes of qualification for appointment as a member of the Board of the Division of State Services for the Blind within the Department of Commerce, means a person having not more than twenty/two hundred (20/200) visual acuity in the better eye with corrective lenses, or visual acuity greater than twenty/two hundred (20/200), but with a limitation in the field of vision such that the widest diameter of the visual field subtends an angle of no greater than twenty degrees (20°); and (2) "Visual impairments", as a term, shall be defined by rules of the board, and the board shall have sole and exclusive authority to define and determine whether any individual is "blind" or an individual with "visual impair
