In addition to the functions and duties provided by law and this act to be performed by the Board of Developmental Disabilities Services within the Department of Human Services and the Department of Human Services State Institutional System Board, it is the intent of this act that the Department of Human Services State Institutional System Board and the Board of Developmental Disabilities Services shall cooperate with the Secretary of the Department of Human Services, the divisions, offices, sections, or units of the department created by this act, and the programs funded by and operated by the department by developing admission policies, criteria, and services which will assure appropriate access to institutional services to meet the residential service needs of the citizens of this state
