All information, documents, and copies obtained by or disclosed to the Insurance Commissioner or any other person in the course of preparing, filing, and processing an application to reorganize under § 23-69-305 , other than information or documents distributed to policyholders in connection with the meeting of policyholders under § 23-69-308 , or filed or submitted as evidence in connection with the public hearing under § 23-69-306 , shall be given confidential treatment, shall not be subject to subpoena, and shall not be made public by the commissioner, the National Association of Insurance Commissioners, or any other person, except to insurance departments of other states, without the prior written consent of the insurer to which it pertains unless the commissioner, after giving the ins
