§ 23-18-525 — Jurisdiction of courts

Except as stated in §§ 23-18-505 , 23-18-506 , and 23-18-524 , a court of this state does not have jurisdiction to:
(1)Hear or determine an issue, case, or controversy concerning a matter that was or could have been determined in a proceeding under this subchapter before the Arkansas Public Service Commission; or (2) Stop or delay the financing, construction, operation, or maintenance of a major utility facility except to enforce compliance with this subchapter or the provisions of a certificate issued under this subchapter after the exhaustion of administrative remedies before the commission.
