It is the purpose of this subchapter to empower the Arkansas Public Service Commission to submit a satisfactory certification pursuant to Section 5 of the Natural Gas Pipeline Safety Act of 1968, Pub.
L.No. 90-481, and to otherwise protect the public peace, health, and safety of the citizens of this state.
