The Oil and Gas Commission shall promulgate rules to implement this chapter, including without limitation rules establishing requirements for:
(1)Permitting;
(2)Application for a permit;
(3)Renewal of a permit;
(4)The requirements and terms for a permit; and (5) The establishment and operation of a digital asset mining business.
