Text

It is found and declared by the General Assembly that:

(1)Net proceeds of lotteries conducted under this chapter shall be used to:
(A)Fund and provide for scholarships and grants to citizens of the State of Arkansas enrolled in public and private nonprofit two-year and four-year colleges and universities located within the state; and (B) Supplement, not supplant, nonlottery educational resources;
(2)Lotteries shall be operated and managed in a manner that:
(A)Provides continuing entertainment to the public;
(B)Maximizes revenues for scholarships; and (C) Ensures that the lotteries are operated with integrity, dignity, and adequate internal controls and free of political influence; and (3) The Office of the Arkansas Lottery shall be accountable to the General Assembly and to the public
