Text

As used in this subchapter:

(1)"Claimant agency" means a state agency, department, board, bureau, commission, or authority:
(A)To which a person owes a debt; or (B) That acts on behalf of a person to collect a debt;
(2)"Debt" means a:
(A)Liquidated sum due and owing any claimant agency when the sum has accrued through contract, subrogation, tort, or operation of law regardless of whether there is an outstanding judgment for the sum; or (B) Sum that is due and owing any person and is enforceable by the state;
(3)"Debtor" means an individual owing money to or having a delinquent account with a claimant agency when the obligation has not been:
(A)Adjudicated as satisfied by court order;
(B)Set aside by court order; or (C) Discharged in bankruptcy; and (4) "Prize" means the proceeds of
