(a)(1) After receipt of the certification provided for in § 23-111-302(e) , the Secretary of State shall cause to be published, by one (1) insertion in a newspaper of general circulation published in each county of the state, not less than thirty (30) days nor more than sixty (60) days before the next general election, a notice reading substantially as follows: Click here to view form.
(2)If there is no such newspaper published in any county, the notice may be published in any newspaper having a general circulation in the county.
(b)Within the time prescribed by law for the certification of other questions to be submitted to a vote of the people at a general election, the Secretary of State shall duly certify to the county boards of election commissioners of the several counties of the
