(a)This subchapter does not limit in any manner the power of any municipality or political subdivision to prohibit dogs, cats, or other animals from running at large whether or not they have been vaccinated against rabies as provided in this subchapter.
(b)This subchapter does not limit in any manner the power of any municipality or other political subdivision to further control and regulate dogs, cats, or other animals in such municipality or political subdivision.
