Except as permitted by law, a person who knowingly resists, prevents, impedes, or interferes with the Director of the Division of Environmental Quality or any of his or her authorized representatives in the performance of duties pursuant to this chapter upon conviction is guilty of an unclassified misdemeanor and may be punished by a fine of not more than five thousand dollars ($5,000) or by imprisonment for not more than one (1) year, or by both.
