(a) In the order calling the election, the county court shall prescribe the form of the ballot, which shall show the amount of the proposed bond issue, its purpose, and the amount of tax necessary to be levied in order to pay the bonds with interest, which amount shall not exceed five (5) mills on the dollar. (b) The election officers shall make their returns of the result of the election to the county court which shall then enter of record an order showing the number of votes cast in favor of the bond issue and the number cast against it, and the clerk of the court shall publish the order for one (1) insertion in some newspaper having a general circulation in the county. (c) Any elector and any property owner of the county may appeal from the finding of the county court as to the result of the election within thirty (30) days thereafter. If no appeal is taken within that time, the finding shall be conclusive.
