It shall be the duty of the clerk or recorder of the council of the city or incorporated town to notify the holders of the warrants to present them to the council at the time and place fixed for the redemption, cancellation, reissuance, or classification of the warrants, or for any other purpose whatever specified in the order of the council, by putting up, at the county courthouse door and at the election precincts in each ward in the city or town a true copy of the order of the council in the premises. This order shall be posted at least thirty (30) days before the time appointed by the order of the city or town council for the presentation of the warrants.
