(a)Subject to such limitations as may be contained in the agreement provided for in § 14-334-103 , the management and control of each authority, its property, operations, business, and affairs shall be governed by a board comprised of at least:
(1)A representative of the county judge of each participating county; and (2) A representative for one (1) mayor from each participating county selected by the mayors within the participating county.
(b)In the event an authority is established by a single county, representatives of three (3) mayors shall be selected to serve with the representative of the county judge and one (1) citizen representative who holds no public office, who shall be selected by the county judge and mayors serving as described in this section, to form a board having a mi
