Through the municipal port authority created under § 14-186-203 , any city or incorporated town may engage in promoting, developing, acquiring, constructing, equipping, maintaining, and operating harbors, ports, river-rail terminals, barge terminals, parks for industrial and commercial operations and improvements, and facilities incident to them, within or without the corporate limits of the city or town, including the acquisition, construction, maintenance, and operation of such harbors, ports, river-rail terminals, barge terminals, parks for industrial and commercial operations, improvements, and facilities including, without limitation, highways, railroads, bridges, utilities, and other facilities necessary or essential for the proper operation of them, subject to the purposes and restr
