This subchapter shall, without reference to any other statute, be deemed full authority for the acquisition, operation, lease, or sale of any surplus federal property and for the issuance and sale of bonds as provided in this subchapter. This subchapter shall be construed as an additional and alternative method therefor and the financing thereof, and no petition, election, or other or further proceeding in respect to the acquisition of the property or the sale or lease of it after acquisition or the issuance or sale of bonds under this subchapter and no publication of any resolution, ordinance, notice, or proceeding relating to the acquisition of surplus federal property or the sale or lease of it by the county or municipality or the issuance or sale of bonds shall be required except as re
