Text

The General Assembly determines and declares that:

(1)The inadequate market facilities for the sale of farm products in the cities and incorporated towns of the State of Arkansas endanger the health and welfare of the public in general;
(2)The provision of adequate and conveniently located market facilities are therefore necessary to alleviate such conditions; and (3) The establishment of public market facilities are deemed to be a proper public or municipal purpose.
