(a)(1) Upon the order granting the enlarged powers, the commissioners of the improvement district may determine to proceed to assess the lands in the district for the purpose of carrying out the plans of improvement as adopted in the order creating the district.
(2)Thereupon, the commissioners shall:
(A)Proceed to assess the lands within the district;
(B)Inscribe in a book the description of each tract of land;
(C)Assess the value of the benefits to accrue to each tract by reason of the improvement; and (D) Enter the assessment of benefits opposite the description.
(3)The assessment shall embrace not merely the lands but all property and corporate roads, railroads, tramroads, and other improvements on land that will be benefited by the improvement. There shall be placed opposite each
