Text

(a)The General Assembly finds:
(1)That the existing communications equipment used by the Department of Arkansas State Police:
(A)Has poor radio coverage;
(B)Has the problems of public monitoring and lack of user privacy; and (C) Is subject to unauthorized usage and interference from other parties; and (2) That portions of the existing communications equipment are:
(A)Worn out;
(B)Obsolete and expensive to repair and maintain; and (C) Specially designed mobile and portable units having limited utility.
(b)The General Assembly determines that adequate and modern communications equipment for the enhancement of statewide law enforcement is essential to the safety and welfare of the people of this state.
(c)It is legislatively determined that adequate and modern communications equipment
