It is the express intent of this Legislature by the provisions of this article to provide for and implement a state program for abandoned mine reclamation which complies with the provisions of Title IV, Public Law 95-87 of the 95th U.

S.Congress, known as the “Surface Mining Control and Reclamation Act of 1977”.
