This part applies to all officers and employees in the service of the city or any board, agency, or instrumentality thereof except:

(a)elective officers;

(b)members of appointive boards, commissions, and committees;

(c)attorneys, physicians, surgeons;

(d)the judge of any court;

(e)independent contractors receiving their remuneration from public funds under contracts awarded by competitive bidding;

(f)any person whose employment is subject to the approval of the United States government or any agency thereof;

(g)any volunteer or utility labor employed on a part-time basis.
