On April 16, 1992, all employees and appointees holding regular full-time positions in the service of the city shall be granted permanent status in the classified service as hereinafter defined. The service shall be divided into two categories, as follows:
(1)A classified service comprised of all employees and appointees holding regular full-time positions in the service of the city. Employees occupying these positions shall be in the classified service unless specifically exempted from the service under this part.
(2)The unclassified service shall include:
a. All employees or appointees of a library board.
b. Persons engaged in teaching or in supervising teaching in the public schools.
c. Officials elected by popular vote.
d. The judge of any court.
e. The city attorney.
