The purpose of this part includes all of the following:

(1)To promote the greater efficiency and economy in the administration of the government of the City of Alabaster.

(2)To prohibit political and personal retaliation.

(3)To promote longevity and equal treatment of all employees of the city by the establishment of conditions of service which will attract to the service of the city qualified persons of character and ability.

(4)To provide a means to recruit, select, develop, and maintain an effective and responsible workforce that includes policies and procedures for employee hiring and advancement, training and career development, job classification, salary administration, retirement fringe benefits, discipline, discharge, and other related activities.
