(a)The Shelby County Commission or other like governing body of Shelby County, Alabama, may adopt and implement rules and regulations including, but not limited to, advance permit requirements, as it deems necessary and in the best interests of the public for the adequate control and accommodation of any outdoor musical concerts and other outdoor entertainment productions to be held in those areas of the county situated outside of the municipal or town limits of any city or town in Shelby County. The rules, regulations, and requirements shall be enforced by the Sheriff of Shelby County.
