The purpose of this subpart is to facilitate the use of public records in property transactions in Shelby County by providing for the installation of an improved system of filing and recording instruments and documents affecting the title to real and personal property that are recorded in the office of the judge of probate of the county and for the recording of other instruments and documents in the probate office in the discretion of the governing body of the county.
