In determining the amount of actual costs to be assessed pursuant hereto, the county governing body for Shelby County and the governing body of any municipality maintaining a jail or detention facility as herein provided shall have the power to determine by ordinance or by resolution the actual costs of housing, maintenance, medical costs, and care for the prisoner under this subpart and shall render statements thereof to the judges of the District Court of Shelby County, the Circuit Court of Shelby County, and all other courts having jurisdiction of cases, causes of action, or prisoners described herein. The resolution or ordinances of the Shelby County Commission or any municipality determining the costs of housing, maintenance, medical costs, and care for a prisoner shall be considered
