The board shall be empowered to and shall adopt rules and regulations governing examinations, eligible registers, appointments, transfers, salaries, promotions, demotions, annual and sick leave, and other matters as may be necessary to accomplish the purposes of this subpart. Any proposed rule or regulation shall become effective only after it is adopted at a meeting of the board which meeting is open to the public, and after a certified copy thereof has been filed with the county clerk and the municipal clerk of each municipality electing to come under this subpart. All employees shall be appointed upon a nonpartisan merit basis, however, the board shall not examine nor appoint any person who is not a United States citizen.
