In Shelby County, there is transferred from within the office of the judge of probate to the county commission a license division which shall issue all licenses issued through the office of the judge of probate, except marriage licenses. The marriage licenses and related activities shall continue to be the sole responsibility of the judge of probate. The license division shall have suitable quarters and provide the necessary forms, books, stationery, records, equipment, and supplies, except stationery forms and supplies as are furnished pursuant to law by the State Department of Finance or the Comptroller.
