(a)Any law to the contrary notwithstanding, on June 2, 1999, the following property shall be removed from any fire and emergency medical services district established pursuant to Part 1, as amended, without the payment of any fees or buy-out amounts:

(b) On and after June 2, 1999, fire protection and emergency medical services to the property described in subsection (a) shall be provided by the City of Calera, and the fire and emergency medical services district shall be relieved of any responsibility for fire or emergency medical services to the property.
