The purposes and uses of the funds generated by this article are to enable all participating eligible volunteer fire departments in Russell County to lower their ISO ratings and to provide fire protection services and emergency medical services to the residents of the county. All eligible volunteer fire departments shall attain and maintain an ISO rating of 8/10 or below within two years after the effective date of this article. If a department fails to maintain the minimum ISO rating, then the Russell County Commission may consider consolidating that department into the remaining eligible departments and distribute its funds based on the eligible residences and commercial buildings to the acquiring departments.
