After July 18, 1983, any established bank which is authorized by its charter or by law to do a general banking business in Pickens County, with the written consent of the State Banking Department, may open, establish, and operate branch banks, branch offices, or places for doing a banking business anywhere within the county, any other provision of law to the contrary notwithstanding. After May 30, 1984, any established bank which is authorized by its charter or by law to do a general banking business in Pickens County, with the written consent of the State Banking Department, may open, establish, and operate branch banks, branch offices, or places for doing a banking business anywhere within the county, any other provision of law to the contrary notwithstanding.
