After
July
18,
1983,
any
established
bank
which
is
authorized
by
its
charter or by law to do a general banking business in Pickens County, with the written consent of the State Banking Department, may open, establish, and operate branch banks, branch offices, or places for doing a banking business anywhere within the county, any other provision of law to the contrary
notwithstanding.

30,
1984,
any

bank
which
is
