Before the purchasing agent makes any purchase of or contract for supplies, materials, or equipment, he or she shall give ample opportunity for competitive bidding, under such rules and regulations, and with such exceptions, as the council may prescribe by resolution or ordinance, provided, however that the council shall not except individual contracts, purchases, or sales from the requirement of competitive bidding.
